Unincorporated villages are designated for the sake of convenience, but they do not have any formal status under Wisconsin State Law. Gills Rock is an example of an unincorporated village.

On the other hand, incorporated villages have the status of incorporated settlements under Wisconsin State Law. They can have either the president-village board or the village board-village manager structure of local government. Ephraim is an incorporated village.

The vast majority of villages in the state of Wisconsin utilize the president-village board structure. Under the president-village board structure of local government, both the president and the village board are elected by the public. Under the village board-village manager structure, the village board is publicly elected, and the village board appoints the village manager.

Native History

For centuries before the arrival of European settlers, the area was home to several Native American tribes, including the Menominee and Potawatomi.

The Menominee tribe, in particular, has a long and storied history in the region, having inhabited the area for thousands of years. The Potawatomi, who arrived in the area later, were known for their prowess in battle and were often at odds with neighboring tribes.

It was in this context that the deadly Battle of Porte des Morts, after which the Porte de Morts passage between the tip of the Door Peninsula and Washington Island is named. This clash between the Menominee and Potawatomi tribes resulted in a significant loss of life. Hence, the passage came to be known as “The Door of the Dead,” which the French explorers translated as Porte de Morts.
